中国纺织工业联合会（简称中国纺联，英文名称：China National Textile and Apparel Council，缩写：CNTAC）是全国性纺织行业组织，会员覆盖纤维、纺纱、织造、印染、服装、家纺、产业用纺织品、设备制造等全产业链知名企业，以及研发设计、流通电商、人才培育等专业服务机构、各级行业协会商会、相关科研院所和大专院校。中国纺联是经民政部评估的5A级综合性、非营利性社团组织。

　　中国纺联以习近平新时代中国特色社会主义思想为指导，遵守国家法律法规，坚持走新型工业化道路，坚持党建引领、服务为本、自律规范，发挥桥梁纽带作用，服务国家战略和行业高质量发展。主要职责是：

（一）加强行业自律与权益维护。制定行规行约，健全行业自律机制，反映行业和企业诉求，依法维护行业、企业合法权益。
（二）服务政府决策与行业运行。调查研究国内外纺织行业发展趋势，向国家及有关部门提出意见建议；根据授权开展行业统计，收集、分析、发布行业信息，依法开展统计调查，推进行业信息化、数字化建设；建立行业预警机制，维护产业安全，提升产业链供应链韧性和安全水平。
（三）推动产业升级与科技创新。协调各行业经济技术关系，促进行业结构调整、产业升级和横向协作；组织科技创新活动，按规定开展科技成果奖励和评价，向国家推荐重大科研项目和国家奖励项目，培育行业新质生产力。
（四）强化标准引领与品牌建设。参与制修订国家、行业和团体标准并推动实施，开展质量提升、产品开发、品牌培育和传统文化创新发展。
（五）促进交流合作与市场拓展。组织开展国（境）内外经济技术交流与合作，受政府委托或根据市场和行业发展需要举办展览会、技术交流会、学术报告会等，拓展海内外市场。
（六）开展人才培育与技能评价。组织开展行业人才培训交流和职业能力评价，按规定举办行业技能竞赛，经政府有关部门批准开展职业技能等级评价。
（七）落实社会责任与绿色发展。推进行业生态文明建设，引导企业履行社会责任，服务行业绿色低碳发展。
（八）优化行业生态与舆论环境。促进知识产权保护，维护公平竞争；坚持正确舆论导向，依规支持行业刊物、图书、新媒体等出版和传播。
（九）承担国家有关部门授权或委托的其他任务。

 

The China National Textile and Apparel Council (CNTAC) is a nationwide textile industry organization. Its membership comprises leading enterprises across the full industrial chain—fiber, spinning, weaving, dyeing and printing, apparel, home textiles, industrial textiles, and equipment manufacturing—as well as professional institutions in R&D and design, distribution and e-commerce, and talent training; industry associations and chambers of commerce at all levels; and research institutes and higher education institutions. CNTAC is also a comprehensive, non-profit organization rated 5A by the Ministry of Civil Affairs.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, CNTAC complies with national laws and regulations, follows the path of new industrialization, and upholds Party leadership, a service-oriented approach, and industry self-regulation. It serves as a bridge for implementing national strategies and promoting high-quality development of the industry. Its main responsibilities are as follows:

I. Strengthening Industry Self-Discipline and Safeguarding Rights and Interests

  Formulate industry rules and codes of conduct; improve self-regulatory mechanisms; articulate the needs and concerns of the industry and enterprises; and protect their lawful rights and interests in accordance with the law.

II. Serving Government Decision-Making and Industry Operations

  Conduct research on domestic and international textile industry trends and submit recommendations to the State and relevant departments; conduct authorized industry statistics, collect, analyze, and publish industry information, carry out statistical surveys in accordance with the law, and advance industry informatization and digitalization; establish industry early-warning mechanisms, safeguard industrial security, and enhance the resilience and security of industrial and supply chains.

Ⅲ. Advancing Industrial Upgrading and Scientific and Technological Innovation

  Coordinate economic and technological relations across industries; promote industrial restructuring, upgrading, and cross-sector collaboration. Organize scientific and technological innovation activities; conduct awards and evaluations of scientific and technological achievements in accordance with regulations; recommend major research projects and candidates for national awards; and foster new quality productive forces.

IV. Strengthening Standards Leadership and Brand Building

  Participate in the formulation and revision of national, industry, and group standards and promote their implementation; advance quality improvement, product development, brand cultivation, and the innovative development of traditional culture.

V. Promoting Exchanges, Cooperation, and Market Expansion

  Organize domestic and international economic and technological exchanges and cooperation; host exhibitions, technical exchange meetings, academic seminars, and other events as entrusted by the government or required by market and industry development; and expand domestic and overseas markets.

VI. Talent Training and Skills Evaluation

  Organize industry talent training and exchange activities and vocational competence assessment; hold industry skills competitions in accordance with regulations; and conduct vocational skill level evaluation subject to approval by relevant government departments.

VII. Fulfilling Social Responsibility and Promoting Green Development

  Advance ecological civilization within the industry, guide enterprises to fulfill social responsibilities, and support the industry's green and low-carbon development.

Ⅷ. Optimizing the Industry Ecosystem and Public Opinion Environment

  Promote intellectual property protection and fair competition; uphold the correct public opinion orientation and, in accordance with regulations, support the publication and dissemination of industry journals, books, new media, and other materials.

IX. Undertaking Other Tasks Authorized or Entrusted by Relevant State Departments

Guided by the mission of "serving the textile industry and benefiting people's livelihoods" and committed to the development direction of "science and technology, fashion, green development, and health," CNTAC strives to serve the country, society, industry, and the public, and to accelerate the development of a modern industrial system and promote high-quality development in China's textile and apparel industry.
